It is generally felt in Metro Manila that the major water source is fed from the Kaliwa Dam that is expected to complete around 2023. It is imperative to focus on the obstacles preventing adequate water supply to the city and how the industries and communities can be benefited from keeping the environment in mind.
- Scant respect in water usage – It has been noticed that citizens, in general, have scant respect in the matter of water usage. Regardless of educating people about the effects of rational and wise consumption, many fail to understand that water resources will decline globally in the coming years and water charges will keep on increasing in the future unless wise steps are taken soon in order to check any increase in consumption and costs.
- Climatic changes – Most climate changes are related to water in one way or another by affecting agricultural production, gradual rise in sea level, wildfires, drought and extreme weather conditions. Several measures can be taken to protect coastal communities against future flooding due to adverse weather conditions. Hard engineering structures such as sea walls help in some areas but more sophisticated technologies such as modeling software and simulations can enable understanding of the vulnerabilities and can suggest solutions to best address storm surge risk and capacity of the stormwater infrastructure.
- Increase in Population – As the population grows mainly in Asian countries the aging infrastructure does not have the capacity to absorb that growth. Population and aging infrastructure both are directly proportional to each other. Hence, it will be difficult to replace the entire water distribution system in a short period of time.
- Infrastructure and latest technologies – Ageing infrastructure, particularly pipelines, tunnels, dams, pumping, storage and treatment facilities require monthly maintenance and replacement of the worn-out parts are very important aspects. Intelligent end-to-end water networks offer the opportunity to improve productivity and efficiency while enhancing customer service.
- Funding in the projects – More than 40 percent of non-utility respondents believe that the water industry is not prepared to meet the required financial needs.

- Emergency preparedness – Communities need to address how to make their water utility systems more resilient, especially during times of natural disasters and the usual changes in weather patterns.
- Water contamination – Water contamination issues are sometimes the result of aging pipes that contain lead or copper. Contamination can also occur because of bacteria formation or flood waters causing sewer overflow or salt water intrusion.
Many of these concerns are interrelated. Infrastructure updates require support and funding which requires consumer value.
